Why only three categories: magaton, heavyweight, and lightweight. Especially if you're counting weapons and magic as seperate. Megaton, as stated, speaks for itself. After that you could use the ranked system as mentioned previously, or expand your own system beyond the other two.
If you want weapons users without magic in one category, then why not have a seperate category for magic users without weapons and a third for those characters who use both but are below megaton status. Examples:
Kyou Kara Maou's Conrad Weller is the best swordsman in Shin Makoku but has no magic. The Maou, however, uses a magic sword and can control the elements.
In Claymore, the main characters use enormous swords and no magic per se, but are themselves half yoma (demon) which allows them certain abilities and strengths that humans don't have.
Shounen Onmyouji centers around an up and coming young priest who uses magic only, but the various Shikigami or summoned spirits use both weapons and control various elemental powers. Especially Guren/Touda, a member of the family of gods. He controls and uses the fires of Hell.
Frankly, even four categories seems too limiting when considering the variety of possibilities available.
