I've had the same experience and after paying it takes about 3 days, usually on a Monday, to get the updates in the the system... I'm just a user, but it also happened both times I renewed my donation... and the rates were in effect shortly after I sent the web "contact us" person a quick request for help. Good luck. Enjoy.
